For unfinished basement ceilings in north america an r value of 12 or higher is recommended.

Check the rim joists in an unfinished basement. Fire rated coverings are required for insulation types that release toxic gas when ignited. Compare the depth with an r value map and chart to determine how much insulation should be installed.
